This study analyzes the key issues of digital flood control and emergency response decision support and discusses relevant technologies and their applications. In this research, an overall dynamic research and judgment (R&J) model for flood control is developed, along with a corresponding service mode combined with data models. The research demonstrates typical data management cases and based on the integral “One Map” approach, develops an emergency decision support system and an automatic emergency advice generation system based on the integral “One Map” approach, whose applications should provide a reference for digital flood control and emergency response decision support.
