This chapter analyzes the governance and implementation of the Fund for European Aid to the Most Deprived (FEAD) at both the EU and national levels. It examines the multi-level governance structure, the role of key actors—including the European Commission, Member States, and civil society organizations—and the processes of program monitoring and evaluation. The chapter provides an overview of FEAD’s operational models and compares national strategies in France, Germany, Italy, and Poland, assessing differences in program management, types of support, targeting mechanisms, and outcomes.
