This chapter provides a historical reconstruction of European food aid policy (EFAP), tracing its trajectory from a Common Agricultural Policy (CAP)-driven surplus management tool to a structural component of Social Europe. It identifies four key phases: the institutional emergence of food aid (1987–1994), functional expansion and path-dependent adaptation (1995–2008), the contested phasing-out of the MDP program (2009–2013), and the path-shifting introduction of the Fund for European Aid to the Most Deprived (FEAD) (2014–2022). The chapter highlights the resilience of EFAP amid shifting political climates and governance structures. It argues that policy feedback effects—combined with the evolving role of EU institutions and civil society actors—have shaped the program’s durability. The findings provide empirical foundations for understanding how EU social policies can evolve through institutional adaptation and contestation, setting the stage for the interpretive analysis presented in subsequent chapters.
