This chapter explores the communication strategies employed by public organisations, emphasising their connection to shared public goods, with a specific focus on the context of France. In contemporary democratic functioning, public communication holds significant political and social implications. The study investigates the potential role of public communication in fostering democracy and citizen engagement, particularly in addressing environmental concerns and shaping public policies. Examining facets such as state accountability, citizen involvement, and equitable access to information, we identify elements that can enhance participation and garner support. Our conclusion underscores the importance of viewing public communication not as a collective commons, but rather as a toolkit and a collection of actors that can serve as pathways to democracy and promote transparency in public institutions.
