This chapter examines the evolution of the State, multilevel governance, and leadership in Latin America. It analyzes how economic crises, neoliberal reforms and globalization reshaped state functions, generating inequality and institutional fragility. Democracy's consolidation remains challenged by weak governance, populism and clientelism. The chapter highlights good governance as a framework grounded in legitimacy, transparency, and accountability, essential for strengthening democratic quality. Leadership emerges as a decisive factor: ethical, inclusive, and adaptive leaders are needed to foster institutional capacity, innovation, and citizen trust amid global transformation driven by digitalization and artificial intelligence.
