This chapter focuses on the approaches that, since the early twentieth century, have considered the importance of factors associated with the actor. First, the main ideas of some sociologists and political scientists who have noted such importance are reviewed. Next, those of some authors within the public policy field are described. The final section, partly based on these authors’ analytical developments, offers some thoughts on how we could theoretically address the factors associated with the actor and strategic action in a more precise and systematic way. The conclusion provides some thoughts on the limitations and basic contributions of the approaches discussed.
