This chapter introduces the Future Temporalities Coalitions Framework (FTCF) to analyze policy change in Peru’s response to biopiracy. Focusing on the creation of the National Commission Against Biopiracy (2004), it compares how global and indigenous temporalities—anticipations and aspirations—shaped the policy process. Drawing on interviews and documentary evidence, the study contrasts Western legal conceptions of time, grounded in technological progress and property rights, with Andean notions of a “continuous present” rooted in spirituality and community life. The analysis reveals how global frameworks dominated policymaking, marginalizing indigenous epistemologies. It concludes by advocating for intercultural policy approaches that integrate plural temporalities and strengthen the participation of local actors in the design of science, technology, and biodiversity governance in Latin America.
