Following the 2019 amendment to the Greek Constitution, the Greek State is obligated to ensure decent living conditions for all citizens through a system of minimum guaranteed income (Greek Constitution, Art. 21, para. 1b). This income functions as a cornerstone of the social welfare system, designed to secure decent living standards. Moreover, the minimum guaranteed income plays a pivotal role in European Union policies aimed at poverty prevention, aligning with the Union’s objectives as outlined in primary EU law. The chapter aims to explore and evaluate the ways of the implementation of the minimum guaranteed income in the Greek legal system, during the financial crisis of the past decade and the recent immigration crisis, while taking into consideration the scope of the new constitutional provision and its convergences and deviations from the EU context and obligations.
