The chapter is dedicated to the study of mechanisms for addressing the issue of preventing industrial pollution in Ukraine by business entities in the energy sector, particularly coal-fired thermal power plants and combined heat and power plants, through the introduction of integrated environmental permits based on best available techniques and management methods. The article conducts a comparative analysis of the main approaches of Ukrainian legislation and EU legislation regarding the prevention and control of industrial pollution. The advantages of implementing an integrated environmental permit system in Ukraine and conducting state supervision (control) over compliance with its conditions are substantiated. The use of an integrated approach to pollution regulation and the introduction of best available technologies and management methods are discussed. The research findings include comparative data on the allowable emissions for existing combustion installations in Ukraine and the EU. A block diagram of the organizational-functional structure for the preparation and issuance of integrated environmental permits is developed. The authors provide a description of this organizational-functional structure, detailing each function as a separate block, defining the results and recipients of each function. Attention is drawn to the conditions for obtaining integrated environmental permits by operating enterprises, which may stipulate less stringent allowable emissions for no more than 7 years. If modernization is not carried out, the end of the operational term is set at 10 years. In connection with the aggravation of the shortage of regulatory capacities, it is proposed to revise the National Emission Reduction Plan (NERP) in order to preserve approximately 5 GW of coal-fired power in the energy system of Ukraine until 2050 and to bring their environmental protection measures in line with EU requirements. The need to review the scope of modernization of outdated energy capacities in connection with the renewal of the energy sector under new coal combustion technologies and the development of renewable energy sources is noted.
