The Authoritarian Turn: 2015–2024

This chapter analyses the Turkey–EU relationship from 2015 to 2024, a period marked by authoritarian consolidation and de-Europeanisation. Key domestic developments, such as the collapse of the Kurdish peace process, the 2016 coup attempt, and the shift to presidentialism, enabled Erdoğan to tighten control over state institutions. The government continued to sideline the EU accession agenda in favour of security-focused and revisionist policies. Regional tensions, particularly in relation to the Cyprus question and the Eastern Mediterranean marked growing divergence of the Turkish foreign policy from EU norms. This coincided with severe democratic backsliding and curtailed rights reflecting a shift driven by regime survival and nationalist-populist imperatives.
