Economic Resilience to Cyber Threats

Cyber threats have not only become increasingly more prevalent in recent years, but so have society’s ways of coping with them. This paper provides an update of the cost and effectiveness of several resilience tactics that can reduce operational and hence business interruption losses once a cyber disruption occurs. These tactics are implemented once the disruption begins, including tactics that can be pre-positioned ahead of time. While much of the literature on cyber threats focuses on mitigation to reduce the frequency and magnitude of disruptions in the first place, there is widespread realization that not all cyber threats can be prevented, and thus resilience represents the best “second line of defense.” Our assessment indicates that many highly cost-effective cyber resilience tactics are available to businesses of all sizes. Our findings can help cyber managers identify the optimal mix of tactics to increase the resilience of their enterprises.
