Effectiveness of 2014–2023 Policy of the Bulgarian Ministry of Labour and Social Policy in Reducing Youth Unemployment Rate

This research paper looks on the effectiveness of policy programmes and initiatives put in place by the Bulgarian government to help NEET young adults adjust to the demands of the labour market. The objective of this research is to identify the causes and variables behind the comparatively high youth unemployment rate throughout the reference period, as well as to assess the efficiency of these policy programmes and initiatives in promoting young people employment. The scope of the analysis is restricted to programmes and initiatives relating to personnel qualification or recruiting. The rationale for this is that the other policies have a social rather than an employment impact. The analysis included the second (2014–2020) and part of the third (2021–2023) programming periods. This is enough time to highlight the issues as they stand and to suggest solutions for addressing them in the future. This is where the suggested work’s practical importance lies. The Bulgarian government’s programmes and initiatives are critical for supporting employers and employees, particularly during times of crisis. Nonetheless, there are other issues that will need to be solved in the future. Examples include jobless people’s lack of education and credentials, a mismatch between labour supply and demand, the need for further IT knowledge and skills, etc.
