The Impact of Organizational Creativity on Human Resources Management Strategies

The purpose of this study is to evaluate how organizational creativity affects human resource management strategies, focusing on a significant municipality as a case study. A descriptive and analytical methodology was utilized to systematically compile relevant information regarding the research topic. To fulfill the study’s goals, a questionnaire was crafted and distributed to 350 administrative staff members through a random sampling technique. Google Forms facilitated the distribution of the questionnaire to the selected participants. This approach resulted in a remarkable response rate of 97.4%, yielding a total of 341 respondents. The findings revealed several important outcomes, particularly highlighting a statistically significant influence of organizational creativity and its components (originality, fluency, mental flexibility, and problem sensitivity) on human resource management strategies and their elements (performance evaluation strategy, training and development strategy, and incentives and rewards strategy) within the municipality. It was also noted that both organizational creativity and human resource management strategies were present at a moderate level in the organization. The study advises a reassessment of the existing incentive programs to improve transparency and attract talent, along with the implementation of a varied and motivating reward system that guarantees internal fairness and encourages high performance. Additionally, the study recommends creating a detailed evaluation guide that incorporates standardized criteria for assessing both individual and team performance, accompanied by clearly defined objectives that are mutually agreed upon with employees.
