This chapter is about social work and prostitution, understood as a relation in which sexual acts are exchanged for money or other material or immaterial resources. The aim is to understand different approaches in social work by linking up to a policy-process perspective. As any social phenomenon, prostitution can be framed differently as a policy problem. The chapter is structured around three different framings of prostitution, as sex, work, or violence. For each of these framings we explore and discuss the narrative around the problem, its causes and possible solutions linking up to more concrete examples of regulatory measures that can be adopted. The chapter also discusses the role of the European Union in regulating prostitution and the way in which it intersects with the national members states’ laws and regulations.
