The chapter discusses lobbying strategies of organized social services in the area of EU funding policies. It draws on the example of German non-statutory welfare and its lobbying strategies in the European multi-level system of policy-making, including the national and regional “Land”-level of German federalism. The focus lies on the European Social Fund (ESF) which is the most important funding scheme for projects in social policy and social work. Yet social work applications for funding often fail because of overly bureaucratic procedures and the rather narrow employment-oriented definition of project goals. The author describes strategies of advocacy and legislative lobbying in favor of simplified rules and inclusive goal definition in line with the needs of vulnerable and disadvantaged groups of social work clients. Finally, it will be discussed whether the more recent structural reforms associated with the European Social Fund Plus (ESF+) meet these requirements.
