Model building is an essential approach to competent advanced social work practice. This chapter reviews the concept of social protection, social development and social transformation, providing the theoretical constructs for inducing social change and the development of social welfare. Social workers, in constructing a transformative framework, from grounded theory, give meaning to the concepts as well as the structure of social change process. This inevitably involves the process of framing the social issues to be dealt with, designing and understanding assessment and intervention, as well as applying the model developed and then testing its efficacy. Higher order change is advocated as this brings about the greatest impact to facilitate ethical practice, social inclusion and social transformation.
