Mid-nineteenth century San Franciscan officials realized that among those rushing for California gold were “… the most daring and clever adventurers of blemished reputation…” This influx of risk-taking opportunists—both those with legal motivations and otherwise—left local officials inadequately equipped to protect communities. “The ‘rough and ready’ life, the lack of government or of a powerful enforcement of law, and the intoxicating influence of gold proved to be inducements to criminal activity. San Francisco was daily the scene of murder, rape, robbery, assault, mayhem and arson.” [1]
