The article considers the possibility of providing converged services when using traditional heterogeneous telecommunication networks and networks used on the battlefield. The management of heterogeneous telecommunication networks must ensure the effective configuration of network elements in order to provide converged services, which makes it more similar to cloud computing than to traditional management and transforms networks into software-configurable networks - SDN. Platforms of network resources and services are central to building SDN for traditional networks. The article presents the architecture of the network services platform, which provides the possibility of providing converged services when using heterogeneous networks. However, such a platform cannot be implemented when heterogeneous networks are used in combat conditions. It is proposed to use a unified mechanism for exchanging information on heterogeneous networks instead of a platform of network services to provide converged services. The unified mechanism uses a public-subscribe architecture, is not tied to the message format (data-agnostic), a light protocol in relation to resources, and most importantly - if necessary, it is possible to switch client connections from internal computer to external network without structural changes, which ensures the invariance of the software product to the subnets used for information exchange. To predict the operation of heterogeneous networks, a method of assessing the quality characteristics of telecommunication networks depending on its structure is considered. Examples of the use of a unified information exchange mechanism on heterogeneous networks for the provision of convergent services are given.
