Artificial Intelligence: Governing Principles

This chapter examines the intricate and dynamic field of AI governance from the perspectives of enterprise adoption, ethics, and international regulation. In the face of growing public concern and demands for accountability, it begins with the geopolitical conundrum that countries face: “whether to regulate AI or allow free innovation.” Through contrasting market-driven, state-driven, and rights-driven philosophies, it explores the emergence of “AI Nationalism,” highlighting the ways in which major powers such as the US, China, and the EU approach AI regulation. This chapter discusses important regulatory models, such as Europe’s focus on digital rights, China’s centralized techno-nationalism, and America’s laissez-faire approach. It lists the philosophical and practical difficulties regulators encounter, such as the speed, scope, and ambiguity of AI. This chapter presents a four-dimensional guardrail framework at the enterprise level: strategic, technical, ethical, and legal.
