This chapter deals with how education and training can improve maritime security in African countries, stressing that technical specialties should not limit education and training processes and should include legal, political, and environmental studies and regional cooperation. The chapter also asserts that a holistic maritime security education framework must be established with technical and policy development competencies to tackle these dynamics. In addition, the chapter also explores some concerns that may be encountered in such dependence. It stresses the importance of developing the independence of African countries in managing their educational programs related to maritime security. Of all the approaches outlined in the chapter, the most noteworthy must be simulation-based learning as applied to maritime security training. Training technology allows trainees to exercise such realistic operations as counter-piracy and search and rescue. Furthermore, the chapter introduces the need for a holistic approach to education in maritime security and re-emphasizes the need for sustained resource commitment to education and training.
