Participatory evaluation methods may increase the legitimacy and acceptance of mobility measures, in addition to acquiring relevant data on measure performance. However, the potential added value of these evaluation methods in acting as nudges has been overlooked. In this study, an inclusive sustainable mobility activation model was designed, tested and evaluated in two kindergartens and four schools in Turku, Finland. The model aimed to increase the skill sets of children and families on sustainable transport modes. Focus was particularly placed on targeted communication activities, on inclusive mobility services, and on having a designated person to coordinate cycling activities in the city. Cycling skills were objectively measured with a test track and ex-post and ex-ante data were gathered. Based on the impact evaluation results there is indication that participatory data collection method can work as an activating measure in its own right.
