Irish Rail’s Level Crossing Safety Programme: Our 25 Year Journey

Iarnród Éireann (IÉ) / Irish Rail’s network is largely rural in nature and is characterised by a large quantity of level crossings. These assets do range in type but can be broadly characterised into two main groups; Attended and Unattended level crossings. IÉ have a responsibility and legal duty to assess the risks at all level crossings. This aids with determining whether risk control measures are appropriate for a particular location. In this respect and in demonstrating how our transport systems are becoming increasingly digitalised, we will discuss the introduction of our Level Crossing Risk Model. This paper will outline how me manage our unique risks at each level crossing via our network wide level crossing risk model and how it facilitates calculation of our overall level crossing risk across the entire network. Linked to this, we will present data of how key metrices have continual declined at level crossing since the inception of our programme. Thereafter, placing the user at the centre of our programme and proposed solutions, we conclude with an overview of our new Level Crossing Decision Support System (DSS) at User Worked Level Crossings. This remotely monitored and automated system was unique to Ireland at the time of its introduction. We will demonstrate how we are providing a system that automatically detects a train approaching a level crossing, informing the level crossing user of an approaching train, thus empowering the user to then take this information into account when deciding if it is safe to use the crossing.
