Thimphu, the world’s only capital without traffic lights, has the population of 110,000 people, with forecasts of up to 190,000 inhabitants in the 2040s. It is a diverse capital nestled in the Himalayas, with linear city extensions planned along the Wang Chhu valley. Rapid population growth, combined with limited planning processes has meant that today’s Thimphu is facing high car dependency, with a stigma attached to active travel and public transport. Therefore, disadvantaged groups suffer due to the expense of owning a car and poor active travel and public transport infrastructure. To help Thimphu to achieve its aspirations of becoming a greener and more equitable city, Arup’s cross-cultural team delivered a Low Emissions Transport Master Plan (LETMP) for the city. The LETMP is delivered to the Ministry of Infrastructure and Transport (MoIT), Thimphu Thromde (TT) and the Royal Commission for Urban Development (RCUD) and it supported the delivery of Thimphu Structure Plan (TSP), prepared together with Prior+Partners, that will better integrate land use and transport in the city.
