This chapter develops a comprehensive and systematic analytical framework for energy policy across five dimensions, drawing on existing research and evaluative standards. These dimensions include: a vertical energy policy system based on national governance structures; a horizontal array of energy policies across industries such as overall energy, fossil fuels, renewable sources, and hydrogen energy; the evolution of energy policies within these sectors; an array of energy policy tools differentiated by 7 primary and 20 secondary indicators; and energy policy objectives aimed at promoting the healthy development of the energy market, fostering the growth of the renewable energy sector, facilitating the transition from fossil fuels, increasing the use of renewable energy policies, enhancing energy infrastructure construction, encouraging research and development in energy and technological innovation, ensuring energy security, and promoting or restricting international trade in energy through international cooperation. The analysis includes a collection of 5498 energy policies over more than half a century. These policies are examined from the aforementioned five perspectives in ten typical countries and regions, offering an in-depth and comprehensive analysis and discussion of their energy policies.
