Evaluation in the Context of a Learning Health System

Learning Health Systems (LHS) leverage a health system’s patient data and internal and external research to enhance quality, safety, efficiency, and equity. The LHS paradigm has been adopted by local, regional, and national systems. Evaluation plays a crucial role across all. This chapter defines LHS, specifies its operational elements, and explores how evaluation supports LHS. It focuses specifically on the types of evaluation that LHS calls for, the roles that evaluators play and the skills they should have in order to optimize their contributions. This chapter presents the first analysis of how evaluators can support a healthcare system in being an LHS. The LHS paradigm can elevate the use of evaluation in healthcare, but this will require new skills and roles for evaluators and support from system leaders.
