The article explores methodological approaches to evaluating the synchronization and sustainability of innovative development in regions. It is based on a hypothesis that economic clustering can contribute to the synchronization of innovation processes, thereby increasing the sustainability of socio-economic development. The goal of the study is to develop a framework for analyzing factors and outcomes of regional innovation, allowing for an assessment of the synchrony and stability of innovation development in Russian regions. Building upon the concept of clusters, author put forward a methodological approach for assessing the viability of innovative advancements across diverse territorial areas. This framework is conceptualized as a schematic representation within the framework of our research. The article delineates “sustainable development” as it pertains to innovative processes on a regional scale. A graphical interpretation of sustainable development goals for the region is also presented. A conclusion is drawn about the theoretical consistency between the stability and synchronization of regional innovation processes in modern conditions of digital economy transformation. The article discusses the changes in the structure and balance of cluster elements in the digital economy, where clustering of innovative actors is identified as a key mechanism for synchronizing regional innovation. Within the framework of the developed methodological approach, an innovative hypercluster is proposed as a promising model for tracking the innovative development of regions. A system of indicators has been developed to assess the impact of innovation clusters on the synchronization and sustainability of development in Russian regions, comprising six blocks of indicators. The values of indicators for 2023 are considered for two leading innovative regions in the Volga region: Nizhny Novgorod Region and the Republic of Tatarstan. The main directions for practical application of the research findings in achieving sustainable development goals for these regions are identified. The outcomes serve as a foundation for the advancement of the cluster approach and the implementation of a long-term strategy for sustainable growth for the regions under consideration.
