The paper investigates the parking reservation service included in smart parking under the smart city concept. In response to the phenomenon that parking reservation service is not widely utilized by the general public, a new development concept and organizational structure is proposed from the perspective of users and operators. Although there are several studies on parking reservations, most of them concentrate on hardware and algorithm technology, but few deconstruct the development and improvement of this service from the social level. The authors conducted a cross-sectional comparison of four existing parking reservation applications proposed a dynamic tariff system to motivate users to make reservations in advance and form the habit of using them, thus implementing the smart parking concept. It is found that the existing parking applications only realize the function of online reservations to buy tickets. Operators can increase the turnover rate of parking spaces, ease congestion during peak hours, and increase the frequency of use and number of users of the parking reservation service through a dynamic tariff system.
