In 2021–22, the EU embarked on a massive process of engagement with citizens, involving deliberative discussions and consultation exercises in all Member States, four pan-European Citizens Panels, and an interactive Multilingual Digital Platform—all feeding proposals into a Conference Plenary that brought together politicians and citizens to jointly draw up conclusions. This chapter describes this remarkable and unprecedented process: what worked, what didn't and what resulted.
