Our study of the 2024 European Elections is partially based on POLINDEX, the multi-annual research project of the Chair of Legislative Studies of the University of Luxembourg on the values and political preferences of Luxembourgish citizens and non-citizen residents. In this chapter, we use POLINDEX findings to understand the domestic socio-political context of the European Elections. The 2024 elections, although they did not provide huge surprises in the Grand Duchy, did mark the first occasion that a conservative-sovereignist party managed to win a seat in the European Parliament. This moderately aligns Luxembourg with the EU-wide trend of the growing significance of far-right presence in the sole directly elected body of the European Union. Even though almost half of Luxembourgish society comprises non-citizen residents, the registration rate among non-citizen residents remained low again (15%). We interpret the low engagement as a missed opportunity to remedy the democratic deficit arising from the fact that non-citizen residents do not hold the right to vote in the national parliamentary elections.
