In recent years, the road industry of Ukraine has faced several issues due to the increase in the automobilization level, which affects the increase in traffic density, the increase in the weight of trucks, changes in the overall dimensions of vehicles and new approaches in design and construction, and the lack of compliance with the new needs of the outdated network. All mentioned above have led to numerous road areas that require reconstructive measures or urgent major repairs. At the same time, the distribution of funds to solve the arisen issues is not always logical and consistent. Therefore, the authors have developed recommendations based on their experimental research and the systematic experience of scientists. They provide for several additional costs that may affect the adoption of a project decision and are determined by economic and social indicators. The total additional costs on roadway areas that are to be restored or strengthened play the role of an auxiliary criterion when making design decisions. Regression analysis was used to establish the list of additional costs and the method of their determination. The choice of the best options consists in solving the task of vector optimization. The developed recommendations are also relevant for completing the tasks when planning the country’s automobile network development.
