Sustainable Development of Ukrainian Cities: Inclusiveness of Urban Passenger Transport Services and Environmental Impact

Urban mobility ensures the population's needs for safe, convenient, comfortable, and fast movement within the city. Key to this process is Sustainable Urban Mobility Plans (SUMP), aimed at ensuring sustainable development and improving transportation systems. The implementation of SUMPs in several Ukrainian cities has been considered, focusing on achieved results and implementation challenges, particularly in the development of inclusive transportation infrastructure. An accessible and barrier-free transportation system and urban infrastructure are crucial requirements for people with special needs and the mobility-impaired population to achieve social integration, including access to employment, education, and social opportunities. Recent estimates indicate that around eight percent of the country's population had disabilities, a number that began to rise with the onset of war. However, urban infrastructure, including its transportation component, is still not adapted to such challenges. Research results within state projects indicate that only twenty percent of physical environment and transportation objects are considered barrier-free. Priorities for implementing SUMP in Kharkiv city have been analyzed, justifying the need for comprehensive transportation infrastructure renewal considering challenges such as reducing environmental impact and developing inclusive mobility. Research has been conducted on reducing the impact of urban public transportation on air quality by introducing electric buses on bus routes. Proposals for developing inclusive mobility within the post-war reconstruction of Ukrainian cities have been presented, considering European practices.
