Innovative economy is one of the forms of economic behavior of society, which is subject to changes in time and space. The success and development of the real sector of the economy has a direct impact on the development of the entire economic system of the country, so it is vitally necessary for countries to stimulate innovation and innovative activities. The purpose of the research is to consider the innovative economy in relation to civilizational models; define the essence of the concept of innovative economy and its semantic aspect; analyze public forms based on the trust factor. We have identified the form of high public trust and determined the effective development of the innovative economy in the public form of high trust. Based on actual data, the issue of investing in the innovative economy will be analyzed.
