This chapter reframes migration as an ineliminable feature of human life rather than an exceptional problem to be managed. It challenges the dominance of immobility-based assumptions in political theory and expands the concept of the migrant to include both actual and potential movers. By doing so, the chapter exposes how problem-centred and host-oriented approaches systematically narrow the scope of normative inquiry. The chapter introduces the book’s central argument: that political theory of migration requires a feminist reorientation capable of addressing vulnerability, relationality, and power. It outlines the Critical Cosmopolitan Care approach and situates it as a corrective to both methodological nationalism and host-centred normativity, establishing the conceptual and methodological trajectory of the book.
