With the development of the power industry, the amount of fly ash (FA) discharged from coal-fired power plants has increased year by year, becoming one of the largest industrial waste residues in China. FA has complex composition and great harmfulness, so the efficient resource utilization still faces huge challenges. FA contains rich silicon and aluminum species, and transforming it into high-value ZSM-5 zeolite is currently a hot research topic. However, the silicon and aluminum components in FA are usually inert, so the key to this strategy is to convert the inert natural minerals into silicon and aluminum species that can be extracted by acid/alkali solutions and have high reaction activity. In this study, FA was used as the raw material, and the systematic examination of the methods of acid activation at ambient temperature and sub-melting salt activation was conducted. Using these methods as raw materials, ZSM-5 zeolite was successfully synthesized. The results show that the sub-melting salt activation method can effectively activate the inert components and successfully synthesize ZSM-5 zeolite with a low Si/Al ratio (Si/Al  =  40).
