The speed of development of artificial intelligence has been extraordinary over the last decade and, as usual, the various fields of law have been struggling to keep up. However, new challenges bring with them new possibilities and several international organisations have emerged to vie for a leadership role in the possible regulation of the field. Since 2019, United Nations Educational Scientific and Cultural Organization (UNESCO), the Organization for Economic Co-operation and Development (OECD), the European Union and the Council of Europe have been engaged in different stages of norm-creation. From vying to become the primary platform of negotiations on AI to aiming the harmonisation of state policy and conduct to racing to adopt the first binding set of rules, these international organisations took divergent approaches to regulating AI. Four different international organisations with different agendas, members, possibilities and tools. How different is their understanding of the challenges brought by the advancement of AI technologies? Which path appears to be the most favoured by members of the international community and can we talk about competition or cooperation when it comes to international regulation? How do they regard human rights and what steps do they propose to take in order to ensure human rights protection? The chapter aims to analyse the abovementioned issues.
