This chapter first examines the place of tourism in the UN human rights system, in regard to: the right to freedom of movement; the right to rest, leisure, limitation of working hours and holidays with pay; the right to cultural participation; tourist obligations; and tourism and the leisure1–4 framework (as discussed in Chap. 1 ). The roles of UN agencies are then examined, namely, the International Labour Organization and the right to holidays with pay and the UN World Tourism Organization and the question of whether there is a right to tourism. The research literature is then explored in regard to: housing, land and displacement in tourism development; exploitative labour conditions in tourism industries; sexual exploitation in some destinations; natural environmental impacts; and the right to tourism participation. The final three sections are focussed on arguments of critics of tourism-related rights, social tourism and tourism’s claimed positive virtues, as a promoter of peace, in alleviation of poverty and in contributions to human development.
