This chapter, Framework as Strategy, introduces a design framework that will be used for much of the remainder of the book. Frameworks are a conceptual tool providing structure to a system that balances complexity with simplification in order to accomplish an objective. In this case, the objective is to develop a climate security intelligence. Frameworks are defined, and examples of process-based frameworks based on sequential steps are provided. From Chap. 7, we know that climate security intelligence demands a balance between complexity and simplification. In this chapter, we introduce an additional complicating factor of the wicked problem as it applies to climate security and climate security intelligence. Informed by the philosophy of using prototypes and experimentation, a framework is proposed. Two examples of recent high-interest national security issues—cybersecurity and counter-drone—are used to briefly apply the framework.
