This chapter, Framing the Problem and Book Roadmap, begins with the imperative of why a climate security intelligence is needed. It introduces the linkage between climate security and national security. A national security lens is used in the book as an explanatory technique to frame the problem and solution. The concepts of levels of analysis and locational levels of scaleLevel of scale assist in framing the book’s focus. The chapter introduces the concept of informed decision-making and its dimensions and identifies which aspects are the focus of this book and which aspects are not. The chapter introduces the two main ideas in the book. The first set of issues addresses the interests of experts in the various knowledge disciplines, whether intelligence officers, scientists, or decision-makers, to think about before designing a climate security intelligence. These individuals will be the ones implementing climate security intelligence on a daily basis. The second set of issues addresses the interests of senior-level managers, executives, and policymakers responsible for transforming the idea of climate security intelligence into a plan that will lead to its creation and operation.
