Understanding Whistleblowing Intention Among Public Sector Employees in Malaysia

Malaysia’s performance on the Corruption Perception Index (CPI) had substantial changes, notably a significant fall from 2018 to 2022. This highlights the existence of integrity and ethical issues, especially corruption and fraudulent conduct exhibited by Malaysian public sector employees, which is very concerning. Despite the numerous efforts undertaken by the government, statistics reveal that whistleblowing rates in Malaysia continue to fall. The goal of this study is to identify the determinants that influence whistle-blowing intentions among public sector employees. This research used ethical climate, ethical leadership, trust as independent variables, and whistleblowing intention as the dependent variable. Data was gathered from 120 government officials in Department ABC using a survey questionnaire and analysed with structured partial least squares modelling (PLS-SEM). The research findings revealed that ethical climate, ethical leadership, and trust have a significant relationship with whistleblowing intention. This research will assist public sector administration in formulating a strategic whistleblower initiative to address corruption and unethical conduct by considering the elements presented in this study.
