This chapter examines South Africa’s intertwined challenges of climate change and energy shortages, emphasising the systemic governance failures at Eskom, the state-owned enterprise responsible for most electricity generation. It argues that ineffective institutional governance, corruption and poor leadership have exacerbated the energy crisis, manifesting in widespread blackouts, economic disruptions and declining public trust. The author introduces a governance implementation framework addressing systemic inefficiencies and advancing municipal capacity, positioning local government as crucial in fostering responsive and developmental governance. The text hypothesises that a shift from individual capacity building to organisational capability enhancement, with a focus on intergovernmental collaboration, ethics and sustainable strategies is critical for addressing the root causes of dysfunctionality. Through principles derived from frameworks like King IV and collaborative governance, the chapter advocates for ethical leadership, strategic planning and citizen-centric service delivery to achieve long-term socio-economic cohesion and resilience.
