Comprehensive Maturity Assessment Calculator for Innovation Projects: A Tool for Digital Transformation in Decision-Making Processes in Innovation Management

This chapter presents the authors’ understanding of digital transformation based on the study of management literature and highlights its most important organizational implications. It is argued that digital transformation is a systemic response of organizations and the public administration to the increasing turbulence of the environment generated by the mass introduction of digital products and technologies. The shift to the use of platform models in both business and public administration, including in such a critically important area as the management of scientific and technological development, is an integral element of this response. The creation of platforms as mechanisms of interaction between participants of the digital economy, as well as the increased requirements for the efficiency of managerial decision-making have created a demand for the development of tools, in particular, calculators that increase the speed of justification and adoption of such decisions, while capable of functioning within integrated information systems. The purpose of this chapter is to present the results of the development of a version of a calculator for the comprehensive maturity assessment of innovation projects, intended for use as part of an integrated national information system for research, development and technological work. The authors are participants of this project. The chapter reveals the methodological principles of comprehensive assessment of the maturity of innovation projects. We validated the use of five maturity aspects in the assessment and provided their interpretations and correlations by levels. The five aspects of innovation project maturity include market, corporate, investment and production aspects, in addition to technological. The general framework of the assessment is demonstrated by the examples of market and corporate maturity. The algorithm for calculating the numerical maturity indicators is shown and a graphical form for visualizing the assessment results is presented. The chapter highlights the potential of using the calculator of comprehensive maturity assessment of innovation projects in public administration as part of an integrated national information system of research, development and technology works.
