Carbon neutrality has become a guiding goal for leading China's medium-and long-term sustainable development. As an important base for coal production, coal mining areas need to provide a scientific basis for “dual-carbon” planning. The research will take a coal mining perspective, using the ‘three-step method’ to build an evaluation index. namely the comprehensive analysis of primary index, social network analysis method supplementary index and model check index, and introduce fuzzy variable membership function, establish a model for the secondary evaluation index quantitative calculation, layer fuzzy comprehensive evaluation method, to evaluate the green and low-carbon mining area. The index system includes 7 first-level indicators and 36 s-level indicators, the fuzzy variable membership function is introduced, the model is established to quantify the second-level evaluation indicators, and the layer-by-layer fuzzy comprehensive evaluation method is adopted to evaluate the green and low-carbon degree of mining areas, so as to provide guarantee for the standardized management system of coal enterprises in China.
