The weather patterns change with the rapid increase of human interference in nature’s consumption, production, and decomposition processes lead to extreme weather events that are not limited to any particular region; rather, they are occurring far and wide. In the context of disaster resilience, traditional and localised information becomes critical in extreme weather conditions. The chapter is a qualitative case study based on the extreme flash floods and landslide events that occurred in 2022 in the Dima Hasao district of Assam. The district with hilly topography faced huge resource damage due to the flash floods and landslides. Participatory Rural Appraisal (PRA) is used in the study. Under PRA, the study specifically used transect walk, participatory mapping, focus group discussion, and stakeholders such as villagers, administration, and civil society are interviewed to explain their perceptions of extreme flash floods and landslide events. Based on these components of PRA, the community perceives high water content in the soil, and soil quality met with both internal and external anthropogenic activities lead to soil depression, landslides, and flash floods. These disasters lead to the loss of life and livelihood. The findings are discussed qualitatively along with the participatory map developed in PRA. It has been observed from the study that residents perceive the floods to have happened due to excessive rainfall and a change in the weather pattern. The other stakeholders in the study attribute floods and landslides to the ignorance of people and the management authority. Common perceptions include anthropogenic activities, specifically developmental activities disturbing the existing natural balance of the ecosystem, including unplanned road and railway construction and stone mining. Lack of awareness on soil testing and proper facility regarding soil testing in the locality can be attributed to the root cause of a lot of resource damages happened in the study area. Policies directed towards providing soil testing facilities and awareness for the same can go a long way in reducing the risk of disasters in the region.
