This chapter introduces the study. It delves into the importance of the issue, the relevance of the study, case study selection, and the key research questions. They are—how is everyday life affected by cross-border violence and the response to it in Jammu and Kashmir? What role do government agencies, the military, private sector, civil society, and local elites play in the delivery of public goods? And finally, what policy measures, taken both at the central and state levels, have been effective, and where do gaps still exist? The chapter then lists the findings and key takeaways, reviews the work in this field, and lays down the structure of the manuscript.
