It suggests shifting the current structures to fit the modern global political situation and development of new approaches to develop cooperation instruments between governments, NGOs and businesses. The place of technology in supporting and promoting cross-border cooperation is also examined in conjunction with the utilization of digital methods of communication, collaboration, and problem solving.
