In the face of COVID-19, municipalities initially struggled to reopen their urban realm. Many cities did borrow a page from Tactical UrbanismUrbanism in rethinking under-utilized spaces during the pandemic to provide more outdoor public infrastructurePublic infrastructure. This chapter will discuss the intersectionIntersections of Tactical UrbanismUrbanism methods and creative space conversion during COVID-19 by discussing the typology of the Parklet. While Parklets have been deployed in North America since 2010 to shift the public right of way on streets from cars to people, most often this work is approached in a case study format. As a means toward developing a critical look at the impacts and efficacy of Tactical UrbanismUrbanism, this chapter will look at the development of a Parklet Design Manual for a municipality’s streets as well as designs that would work within those guidelines. It includes research-based designPlace-based design and planning methods, community involvement processes, and the typological expansion of Parklets beyond their use as cafe seating into a critical part of public street infrastructureInfrastructure. This research-based design work was based on a collaboration with the City of Charleston, professional groups, and non-profit community groups to see how a temporary response could become a permanent solution for providing more robust public space and infrastructureInfrastructure for the city. It has been almost twenty years since Tactical UrbanismUrbanism’s emergence; now is the time for a critical evaluation of the work that began with the initiative of public participants rather than from officially sanctioned protocols to codify opportunities for urban reconsideration and challenging the status quo.
