This paper proposes an evaluation framework that updates and integrates the frameworks of Malano and Burton (2001), Córcoles et al. (2010), Zema et al. (2015) and Loureiro er al. (2023) to evaluate Performance Indicators (PIs) of Water User Associations. The framework consists of 44 PIs that consider as many as possible aspects of WUA management. Twenty-four new PIs related to the “System structure”, “Infrastructure management”, “Water management”, “Community management”, “Financial management”, and “Environmental management” of the collective irrigation system are proposed, in order to identify good practices and critical issues in the collective irrigation service.
