The Mechanism of Construction Workers’ Intentional Unsafe Behavior: In Perspective of Theory of Planned Behavior

The fatality rate in the construction industry remains higher than the industry average. One of the primary causes of the accidents on construction sites is unsafe behavior of the construction workers. Unsafe behavior can be categorized into unintentional unsafe behavior and intentional unsafe behavior. Intentional unsafe behavior is particularly dangerous as it can deactivate safety measures. The deactivation of safety measures leads to exposure of workers to preventable danger and leading to accidents. However, existing studies have not thoroughly explored the reasons behind construction workers’ intentional unsafe behavior. The objective of this paper is to develop a decision-making model to understand intentional unsafe behavior of construction workers. The theory of planned behavior (TPB) is utilized as the basis for the hypothetical model. Based on TPB and addressing its claimed missing factors, the authors have developed a hypothetical model consisting of six factors: attitude toward behavior, subjective norms, objective norms, past behavior, perceived behavioral control and actual behavioral control. The relationships among the factors are based on the original TPB theory. A future study that validates the hypothetical model can contribute to the current body of knowledge regarding construction safety and provide a deeper understanding about intentional unsafe behavior of construction workers, which can potentially lead to safer construction industry.
