E-government employs information and communications technology (ICT) to distribute governmental information and provide high-quality services to citizens. Information and Communication Technologies (ICTs) were implemented to enhance and restructure the public sector by transforming internal operations, external communications, and the ability to provide services to various stakeholders. The acceptance and utilization of e-government in the public sector have expanded intermittently in recent years. The aim of this study is to investigate the elements of service quality that affect Kuwaiti consumers’ usage of Sahel services. The target population of this study was all citizens and residents who have used and are still using Sahel services. Data was collected through a structured questionnaire, which was built using the available literature. A total of 399 valid responses were collected. The sampling technique used was convenience sampling. Findings showed that ease of use was the factor with the most influence on Sahel service quality. People appreciate having a portal that is easy to use and user-friendly. Moreover, all the factors of the study were significant except for trust since trust is a given feature when dealing with government services. This study was the first study in the region to use the E-GovQual model to study e-government services.
