This chapter reflects on the institutional dimension of land policy in the twelve case studies. It reflects on the use of land policy instruments in different contexts and how the institution of private property is addressed. Whilst in some of the cases, there seems to be a real lack of suitable land policy instruments, in the majority of the cases the problem lies in the passive approach of the state in applying these. The solution is therefore not another planning reform, but a change of planning practice.

This chapter reflects on the institutional dimension of land policy in the twelve case studies.
